Recently, at least 40 armed terrorists suspected to be from Kuki militant groups have been killed in violent-hit Manipur in a massive crackdown by state police and security forces. The long pending border disputes between states in the region are also being resolved through discussions, it said. With the rapid rise of money economy, the tribal economy and archaic way of eking out a livelihood have no place in the modern economic race.



In the case of surrendered Bru militants, they have demanded a separate autonomous economic council, a full-fledged Scheduled Tribe status and land settlement for the Bru community in Assam. The NSCN (I-M), as part of its strategy of guerrilla warfare, is believed to have been playing the key role behind the formation of several ethnic insurgent organisations among the different ethnic groups in the region. It appears from the narration of Silreng N. Sangma,17 a runaway ALMA recruit, that the sole motive behind floating this organisation was to make a quick fortune at gun point. It seems that the Garo youth having little experience of underground life joined the ALMA only in lure of easy money.
Manipur presents a unique cultural, ethnic, linguistics and religious profile of India. The region has also received little attention from either the national or the international media. Achievements by a separate ministry created by the Indian government for the development of the region remain minimal. Whereas ceasefire agreements with different groups have led to a reduction in the militancy-related fatalities in their respective states, the Union government has not been able to carve out a road map toward a situation of permanent agreement. In many cases, the process of dialogue is yet to formally start with the outfits. Militant groups, on the other hand, have taken advantage of the protracted peace processes and continued with their activities such as extortion and abduction with impunity.
But Motha’s Greater Tipraland demand is the main obstacle in the path to the alliance. The commission quoted a Dalit rights activist who asserted that at least 700 deaths in manholes occurred every year. The law mandates a maximum eight-hour workday and 48-hour workweek, as well as safe working conditions, which include provisions for restrooms, cafeterias, medical facilities, and ventilation. The law mandates a minimum rest period of 30 minutes after every four hours of work and premium pay for overtime, but it does not mandate paid holidays. The law prohibits compulsory overtime, but it does not limit the amount of overtime a worker can work. Occupational safety and health standards set by the government were generally up to date and covered the main industries in the country.

Such fines were often insufficient to deter violations, and authorities sporadically enforced them. The government amended the Child Labor Act in August 2016 to ban employment of children below the age of 14. The amended law also prohibits the employment of children between the ages of 14 and 18 in hazardous work except in mines. Children are prohibited from using flammable substances, explosives, or other hazardous material, as defined by the law.
Thus, if the country is serious about curbing the illegal migration, it is necessary for the political parties to stop using the immigrant as a vote bank. India should also assist Bangladesh in securing higher amount of international aid in the hope that a rise in income and employment would reduce the flow of illegal migrants. This chapter examines the socio-economic and political implications of reorganization of the NER.

Attacks on schools by Maoists continued to affect children’s access to education in affected areas. There were continued reports on the use of schools as military barracks and bases. There were reports armed groups recruited children from schools in Chhattisgarh. The Chhattisgarh Special Public Security Act of 2005 allows police to detain a person without charge for as long as 90 days. Opponents argued the law, which authorizes detention of individuals with a “tendency to pose an obstacle to the administration of law,” infringed upon privacy and free speech.

The ideological motivations have worn off many groups, who instead engage in criminal enterprise, often partnering with related ethnic armed groups in Burma. India has quelled many of the most violent insurgencies, yet others continue to simmer. For example, New Delhi is engaged in peace talks to end its longest-running rebellion, fought in Nagaland since 1953, but efforts to extinguish Naga resistance are hindered by the existence of over a dozen Naga splinter factions.
The agreement enhances the autonomy for the Garo Hills Autonomous District and includes financial aid, which will facilitate the socio-economic and educational development of the area.
