As part of the NIA, DOE will evaluate the effects on consumers for every product category including lifecycle cost savings, and simple payback time ("PBP"). integrated oven and microwave will employ its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate industry net present value ("NPV").

DOE will also examine the impacts on manufacturers, and will employ a modified industry cash flow model adapted to this product type in order to estimate manufacturing NPV. DOE will also look at the effects of these proposals on small-scale businesses as well as other manufacturing subgroups to determine those who could be most affected.

DOE will also look into whether the test procedure for microwave ovens needs to be revised to include active mode power consumption as well as an integrated energy use metric. Currently, the test protocols only deal with the standby mode power usage.
