As part of NIA, DOE will assess the impacts on consumers, such as the cost savings throughout the lifecycle and simple payback period (PBP). DOE will employ its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate the industry's net present value ("NPV").
The impact on manufacturers will be evaluated also and DOE will use an updated version of its Industry Cash Flow model that has been modified for this product type to calculate the manufacturing NPV. DOE will also look at the effects of these proposals on small-scale businesses as well as other manufacturing subgroups to determine those who could be most affected.
DOE will also look into whether the test procedure for microwave ovens needs to be updated in order to include active mode power consumption and a possible integrated energy use measurement. The current test procedures only include standby mode power consumption.
