EGM Jackpot Dispute in Macau Regulates Well

Macau's gaming regulator says current rules are sufficient to settle disputes between game operators and players, and sees no need to tighten controls on casinos.

According to data from the Macau Game Inspection and Coordination Bureau (DICJ), there were a total of 133 incidents between 2012 and May 2014. "Most of these incidents involved minor malfunctions, which could include problems with slot machine ticket printing or paperless issues for slot machine ticket printing," Manuel Joakim Darth Neves, director of the Macau Game Inspection and Coordination Bureau, told lawmakers in the legislative session on Tuesday.

Councillor José Pereira Coutinho said the casino reportedly denied 133 gamblers a victory, with operators claiming their victory was the result of a "malfunction."

Mr Neves stressed that most of the cases were "minor events not related to jackpot payments." Regulators were only asked to intervene in three cases, he added.

"The common practice of game concessionors is to settle immediate payments with sponsors through the hand-pay of part-time participants," the gaming regulator said in a written response to GGRAsia before Neves appeared in parliament.

Some electronic game consoles (EGMs) of Avolistat Measure Ltd were turned off at Macau casinos after a player dispute in May. The EGM was turned off after a player claimed to have won more than HK$20 million (US$2.58 million) in total for slot machines within a week at Venetian Macau and MGM casinos.

On Tuesday, the DICJ inspected machines thought to have malfunctioned at two independent game console testing labs and found them to have malfunctioned.

"Our conclusions are not based on the report of concessionaries or the checks done by DICJ inspectors, but on the evidence from reports done by reliable and independent laboratories," said Fernando Vitoria, legal adviser to the regulator.
