The 9th China-Japan-Korea Trilateral Summit wrapped up this week, with the leaders of South Korea, Japan and China signing a number of important and tangible outcomes. They include the Joint Declaration of the Summit and a Statement on Future Pandemic Prevention, Preparedness and Response and a Joint Vision on Trilateral Intellectual Property Cooperation. These documents are notable because they set high-level goals that, in some cases, may be contrary to Seoul's and Tokyo's collaboration with the United States.

The aim is to build the framework for multilateral cooperation that will benefit all three countries. It could include projects to develop low-carbon solutions, advance new technologies to help the aging population and improve collaboration in responding to global challenges such as climate changes, epidemics, and food security. It would also focus on enhancing exchanges between people and the establishment of a trilateral innovation cooperation center.

These efforts will also increase stability in the area. South Korea must maintain a positive relationship with China and Japan. This is particularly important when dealing with regional issues such as North Korean provocations, tensions in the Taiwan Strait and Sino-American rivalry. A weakening relationship with one of these countries could result in instability in the other, which would negatively impact trilateral cooperation with both.

However, it is crucial that the Korean government promotes the distinction between bilateral and trilateral collaboration with one of these countries. A clear separation can help reduce the negative impact a strained relationship between China and Japan can affect trilateral relations.

China is largely seeking to build support between Seoul and Tokyo against possible protectionist policies in the next U.S. administration. China's focus on economic co-operation particularly through the resumption of negotiations for a China-Japan-Korea FTA and a joint statement regarding trade in services markets, reflects this aim. Moreover, Beijing is likely hoping to prevent security cooperation with the United States from undermining the importance of its own trilateral economic and military ties with these East Asian allies. This is a strategic decision to counter the threat from U.S. protectionism and create a platform to counter it with other powers.
