"This type of forgery requires genuine skill," Lewandowski notes. "We're often dealing with people who have backgrounds in graphic arts, printing, or even legitimate document production. Some are former government employees who know the systems intimately."

The psychological profile of forgers varies widely. Some are organized crime members producing documents at scale. Others are desperate individuals trying to escape danger or reunite with family. The examiners are careful not to judge—their role is technical analysis, not moral evaluation.

The International Database

By midday, Kowalska has examined eight documents. Four are confirmed fraudulent. Two are genuine but used by wrong individuals. Two remain inconclusive and require additional testing.

"Sometimes we can confirm a document is technically authentic but still raise concerns," Lewandowski says. "Perhaps it was legitimately issued but obtained through fraudulent means—fake supporting documents, bribed officials, identity theft. Those cases go beyond our technical analysis."

The team feels the weight of their decisions. A false positive might wrongly detain an innocent traveler. A false negative might allow a dangerous individual to cross borders freely.

"I think about a case from five years ago," Kowalska admits quietly. "A passport I cleared as genuine was later linked to a human trafficking network. The document was real—issued by the government—but obtained through corruption. A young woman might have been saved if I'd pushed for deeper investigation."

The Evolution of Fraud

"The biggest threat isn't counterfeit passports anymore," Lewandowski says. "It's corruption and database manipulation. This shift has changed the examiner's role. They now work closely with cybersecurity experts, analyzing digital trails and metadata. A passport's physical authenticity is only part of the equation—they must also verify the legitimacy of its issuance.
